2014 Military Pay Charts (1% Military Pay Raise)

Uniformed military members received a 1% pay raise as part of the Defense Department’s 2014 fiscal budget. Pentagon officials say the raise is less than 2013’s 1.7% increase but allows the DoD to maintain investments in readiness during a time of slower defense spending.

Notes:
- Basic pay for an O-7 to O-10 is limited by Level II of the Executive Schedule which is $15,125.10. Basic pay for O-6 and below is limited by Level V of the Executive Schedule which is $12,266.70.
- While serving as Chairman, Joint Chief of Staff/Vice Chairman, Joint Chief of Staff, Chief of Navy Operations, Commandant of the Marine Corps, Army/Air Force Chief of Staff, Commander of a unified or specified combatant command, basic pay is $21,147.70. (See note 1 above).
- Applicable to O-1 to O-3 with at least 4 years and 1 day of active duty or more than 1460 points as a warrant and/or enlisted member. See Department of Defense Financial Management Regulations for more detailed explanation on who is eligible for this special basic pay rate.
- For the Master Chief Petty Officer of the Navy, Chief Master Sergeant of the AF, Sergeant Major of the Army or Marine Corps or Senior Enlisted Advisor of the JCS, basic pay is $7,816.20. Combat Zone Tax Exclusion for O-1 and above is based on this basic pay rate plus Hostile Fire Pay/Imminent Danger Pay which is $225.00.
- Applicable to E-1 with 4 months or more of active duty. Basic pay for an E-1 with less than 4 months of active duty is $1,416.30.
- Basic pay rate for Academy Cadets/Midshipmen and ROTC members/applicants is $1,017.00.
The military pay tables are for all U.S. Armed Forces personnel Air Force, Army, Coast Guard, Marines, Navy and Reserves forces where applicable.
FY 2014 Military Pay Coverage
The National Defense Authorization Act (NDAA) is a yearly U.S. federal law that sets the budget and spending of the Department of Defense, including military pay. The 2014 FY NDAA includes a 1% increase in military pay.
While many people view this as a pay cut, Defense Secretary Leon Panetta says, “No one is getting a pay cut, but we will provide a pay raise that’s smaller than we’ve seen in past years in order to achieve some savings by virtue of what we confront in the compensation area.”
Defense Secretary Leon Panetta says the Pentagon will ask for new investment in transition assistance, sexual assault prevention, suicide prevention and family programs. The 2014 budget also calls for another round of base closures, re-alignment and reductions in total force.
Defense officials say everything changes if sequestration occurs Mar. 1. For instance, the DOD is looking at furloughs for as many as 800,000 civilian employees. The layoffs equate to a nearly 20% pay cut. “It’s a lousy, lousy way to treat people, frankly,” the secretary said.
The Pentagon calculates pay raises using the Labor Department’s Employment Cost Index.

- The FY 2012 request includes a 1.6% military pay raise, effective Jan. 1 2012 (1.55% over the fiscal year).
- The FY 2013 request includes a 1.7% military pay raise, effective Jan. 1 2013 (1.68% over the fiscal year).

- 04/10/13 – President Obama released the budget of the United States Government, Fiscal Year 2014.
- 06/13/2013 – House Appropriations Committee approves a 1% military pay increase.
- 12/12/2013 – After negotiations, the House of Representatives passes the NDAA.
- 12/18/2013 – The Senate passes the NDAA.
- 12/26/2013 – President Obama signs the NDAA.
