2025 Military Pay Charts

Military members saw a 4.5% increase in 2025, with junior enlisted members seeing an additional 10% boost in the spring to bring the raise to roughly 14.5%.

Defense Budget

In 2025, military personnel will see a 4.5% pay raise across the board. However, military pay in 2025 will get a bit more interesting toward the spring. That’s because, in April, junior enlisted servicemembers (E-1 through E-4) got an extra 10% raise. That would mean that those ranked E-1 through E-4 would get a total increase of 14.5%.

Here’s how this military pay breaks down:

  • 4.5% raise for all other servicemembers ranked E-5 and above, including officers.
  • 14.5% raise for junior enlisted personnel ranked E-4 and below, which took place in April.

2025 Military Pay and Allowances

White House and Department of Defense Proposal

When talks began, the White House proposed a 4.5% pay raise for all military ranks in 2025. It will get its wish, with all ranks receiving a 4.5% raise. It represents the third-largest pay increase since 2003, following increases of 5.2% in 2024 and 4.6% in 2023. Altogether, servicemembers will have seen a cumulative pay raise of about 15% since 2022.

Additionally, the proposal includes a 4.5% increase for the Basic Allowance for Housing (BAH) and Basic Allowance for Subsistence (BAS), further enhancing support for military families.

House Armed Services Committee Proposal

A proposal from lawmakers did make its way into the military pay for 2025. The House Armed Services Committee (HASC) went along with the White House’s 4.5% across-the-board pay raise, but with a significant adjustment for junior enlisted servicemembers (E-1 through E-4). Originally, lawmakers called for an additional 15% increase, however, a dea was met at an additional 10% pay increase. The bump provided a meaningful boost to entry-level salaries.

Concerns Over Pay Compression

The White House has expressed concerns about the HASC plan, particularly regarding pay compression. For example, an E-4 under the HASC plan could earn nearly as much as an E-5, potentially causing dissatisfaction among more senior enlisted personnel.

Timeline for Approval

  • Spring: The DOD submits its proposed budget to Congress.
  • Summer: Congress reviews and passes the National Defense Authorization Act (NDAA).
  • Fall/Winter: The President signs the NDAA into law, finalizing the pay raise.

Final Thoughts

The bump in military pay in 2025 reflects the third largest increase in more than 20 years. With military recruitment and inflation fueling the effort to figure pay, it’s safe to say the years of 1%-2% increases may not come back for a few years, but I wouldn’t bank on those rate increases coming back.
