What is the Basic Allowance for Subsistence (BAS)?
Basic Allowance for Subsistence (BAS) helps cover your grocery expenses as a servicemember. Each year, the Department of Defense calculates BAS rates to keep pace with rising food costs driven by inflation.
BAS does not work like a payment card you swipe at the store or a restaurant. You receive it as part of your pay, and it partially offsets what you spend on food, depending on where you live and shop.
If you are stationed in an area with higher grocery and meal costs, you may also qualify for a cost-of-living allowance to help make up the difference.
Is BAS Taxable?
BAS and Basic Allowance for Housing (BAH) are both non-taxable, which means you do not report them as income on your tax return. That keeps more money in your pocket and ensures these benefits work as intended.
What is BAS II?
Basic Allowance for Subsistence II (BAS II) provides extra food support if you live in single or unaccompanied quarters without access to government meals. It is designed specifically for service members who PCS to an unaccompanied assignment.
BAS II pays twice the standard enlisted BAS rate, but it is not automatic. You must receive authorization from the Secretary of the Military Department to qualify.
BAS Restrictions
BAS is intended for servicemembers who are actively serving, so certain situations can disqualify you from receiving it. You are not eligible for BAS if you are:
Attending basic training or officer training (one exception applies: officers in training with continuous prior enlisted service may still qualify)
On excess leave or educational leave
Absent without official leave (AWOL)

Calculating BAS
BAS rates are calculated similarly to Basic Allowance for Housing (BAH) rates, using data on changes in grocery prices over the past year.
The USDA’s Economic Research Service tracks these shifts through its monthly Food Price Outlook. Overall, food prices rose 2.3% in 2024 and 2.9% in 2025, a slower pace than the surge seen from 2020 to 2023.Looking ahead, the USDA projects that overall food prices will increase 3.1% in 2026, with grocery store prices expected to rise 2.5% and restaurant prices to climb 3.7%.Those food cost trends directly influence how BAS is adjusted each year.
Final Points
BAS rates in 2026 will increase a decent amount. I say decent, because predicting BAS jumps is somewhat tricky. Historically, the White House has requested 3% increases and saw a 5-10% boost. In other years, those requests were met with a 0-2% increase from Congress.
So, a 2.4% increase, as mentioned before, is the 4th-highest rate increase in the last decade. So, it just means more tax-free money coming into your bank account each month.

While the USAA’s military pay policy lets you access your pay earlier, it’s not always guaranteed to be two days before. There could be times when you only get it one day in advance, which is often due to the information your employer shares with USAA.

Military compensation includes cash payments and allowances, and when these are combined, they are known as regular military compensation. These amounts are often used as a benchmark to compare civilian compensation.
Following a report citing low food security among many active and reserve component families, Congress approved a Basic Needs Allowance as part of the National Defense Authorization Act (NDAA) in 2022. When it passed, the allowance was designed to assist servicemembers with dependents whose gross household income (GHI) is less than 130% of the Department of Health and Human Services’ federal poverty guidelines.
The Fiscal Year 2023 NDAA expanded eligibility for BNA to military families with GHI less than 150% of the federal poverty guideline. The current goal of the BNA is to bring households up to 150% of the poverty line.
Servicemembers must apply for the BNA, and while there is no specific application deadline date, application submission following eligibility notification to service members must be submitted within 60 days of notification. The military services proactively screen service members for eligibility based on servicemember pay and notify them of their potential eligibility.
Who is Eligible for the BNA?
The Department of War (previously known as the Department of Defense) uses the Department of Health and Human Services poverty guidelines to determine annual BNA payment thresholds. These federal guidelines vary according to household size and location.
BNA rates vary according to service member income and where they live. Different rates apply to service members living in the continental United States, Alaska, or Hawaii.
For example, if a service member’s income is $500 below 150% of federal poverty guidelines, their BNA would cover that $500 difference.
The federal government’s 2024 poverty guidelines will determine individual allowances.
You can view the 2024 federal poverty guidelines for the 48 contiguous states, with separate charts for Alaska and Hawaii further down the page. If your income falls below the poverty rates on these charts based on your location, you may be eligible for a BNA.

How to Apply for the BNA
Service members must initiate paperwork to apply for the BNA. All branches accept applications on a rolling basis with no specific cut-off date in most instances. Service members can obtain assistance from installation financial counselors and installation community and family support services offices when submitting an application.

Coast Guard – Contact the Military Pay and Compensation Division by emailing [email protected].
You must provide tax statements and other documentation to prove your gross household income (including your spouse’s paycheck) is below the guideline.
You won’t receive BNA until your branch of service approves your application, and you can only receive BNA from the date the application is approved.
Services are required to process and adjudicate applications within 30 days of receipt. Retroactive payments prior to application approval are not allowed.

DFAS reserve military pay dates are the 1st and 15th of every month, unless those dates fall on a weekend or holiday. Whenever a payday falls on a weekend or holiday, pay is issued on the last workday preceding the first and the 15th.
Reserve members are paid twice a month. The 15th is the mid-month pay date and includes pay due from the first day of the month through the 15th. The first of the following month marks the end-of-month pay, which includes pay due from the 16th through the last day of the previous month.
The mid-month NPA and end-of-month LES/Pay Statements are available through the myPay system based on the dates below:

For earlier payments, try banking with a military-friendly bank or credit union that offers early direct deposit as a courtesy. Navy Federal Credit Union, USAA, Service Credit Union, Pacific Marine Credit Union, and Armed Forces Bank are a few examples.
Reserve Pay Overview
Reserve pay is based on two weeks of training each year and one weekend each month(Drill Pay), plus any bonuses or allowances. Compensation is paid on an hourly basis for completed work, and wages increase with rank and years of experience (many newly enlisted Soldiers enter the Reserve as privates). For training events lasting more than a weekend, service members receive prorated Basic Pay.
Note: Any service member receiving more than one VA benefit payment via direct deposit each month must ensure their payments are going to a single account. If you currently receive benefits in different accounts, the consolidation deadline has passed. It was April 20, 2024.
DFAS MyPay System
The Defense Finance and Accounting Services (DFAS) MyPay system allows service members to automatically access pay and tax statements, as well as travel advice updates. Additional features include Thrift Savings Plan enrollment, changing or canceling the TSP contribution percentage, viewing and printing tax statements and travel vouchers, updating bank information, and changing tax withholdings.
The DFAS MyPay login is available on the DFAS website, and the DFAS phone number is 888-332-7411. Select option 5 for MyPay.
The reserve military pay dates apply to all reserve branches of the military: Army Reserve, Marine Corps Reserve, Navy Reserve, Air Force Reserve, and Coast Guard Reserve.

Here are the current monthly career sea pay charts for 2024 for Coast Guard, Navy, Marine Corps, Air Force and Army service members. You are entitled to career sea special pay if you are an active-duty service member on sea duty. CSP rates are based on a member’s pay grade and cumulative years at sea.
Service members who have served 36 months of consecutive sea duty are entitled to a career sea pay premium for the 37th month and each consecutive month thereafter. This monthly amount is determined by the secretary and may not exceed $350.
For most pay grades, the CSP-P is in addition to the career sea pay rates in the tables. For some pay grades, however, the CSP-P is included in the career sea pay rates.

Career sea pay premium (CSP-P) is $200 per month. CSP-P is not paid to grades E5 through E9 with more than eight years of cumulative sea duty. Career sea pay premium is included in their career sea pay.
In lieu of receiving CSP-P, sailors and Marines in grades E5-E9 with eight years of cumulative sea duty receive a higher CSP rate equivalent to receiving CSP-P whenever assigned to a ship, regardless of consecutive sea time.

Servicemembers receive their monthly pay in two installments, usually around the first and middle of the month. The LES statements are available roughly a week before.
Active duty, National Guard and Reserve members get paid twice a month, typically on the 1st and 15th, unless either day falls on a holiday or weekend. Pay dates falling on a holiday or weekend get paid the last workday before the 1st or the 15th.
Think hard about where you get your military pay direct deposited. Certain banks and credit unions offer early direct deposit options that allow you to get access to your pay a day or two earlier than the official pay date. Examples of early direct deposit banks include Navy Federal, USAA, Service Credit Union, Pacific Marine Credit Union and Armed Forces Bank.
DFAS MyPay System

A 5.2% military pay will go into effect on January 1, 2024. It’s part of the National Defense Authorization Act (NDAA). The pay increase is the largest jump in pay for service members and civilian defense employees in 20 years.
According to a House version of the NDAA, Service members in the Air Force, Army, Marines, Coast Guard, Space Force, Navy, and Reserves would all be eligible and should receive their paychecks on these dates. Topping last year’s record pay raise of 4.6%, the National Defense Authorization Act (NDAA) for 2024 provides a 5.2% increase for military members across all branches.
The 2024 Department of Defense (DoD) Budget approved for military members to receive this raise, among other allowance increases. This 5.2% addition is expected to be a much-welcomed raise, with the cost of living rapidly increasing across the nation.
How the 2024 Military Basic Pay Raise is Calculated
Military members receive non-taxable benefits for housing (BAH) and groceries (BAS), but it is the military basic pay that makes up the most significant portion of their income. Military Basic Pay Raises are calculated, proposed, and approved each year with great influence from the Employment Cost Index (ECI).
More About the Economic Cost Index (ECI)
The ECI measures the quarterly flow of the U.S. civilian workforce. As such, military basic pay raises are based on these updated numbers to ensure service members are being paid fairly and competitively.
The Bureau of Labor Statistics surveys employer payrolls each quarter, giving the government insight into the changes in pay rates across the nation. These statistics do not take into account various occupations or sectors; rather, it provides an overview of the U.S. cost of labor as a whole.
Interestingly, the ECI calculates yearly and quarterly percentage increases for three categories. This includes private industry workers, state and local government workers, and civilian workers. These statistics do not include some employment groups, such as social security and retired military members, among others.
Since 2003, federal law has stated that military basic pay raises will be calculated based on that year’s ECI. It’s important to note that military basic pay raises are negotiated and passed by Congress and approved with a final signature from the President, which signifies the passing of the National Defense Authorization Act (NDAA).
2025 Military Pay Increase Timeline:
Winter/Spring 2024: The DOD released its 2024 budget proposal for Congressional Appropriations Committees to review.
Spring/Summer 2025: Congressional Appropriations Committees evaluate the defense budget and propose any changes they want to see. Congress agrees upon a budget and passes it as the National Defense Authorization Act (NDAA), awaiting a signature from President Biden.
Fall/Winter 2025: If Congress presents the budget in time, the President signs the NDAA into law, which also includes the defense budget and military pay raise details. If Congress misses their October 1st deadline, they must pass a continuing resolution. This ensures the military operates on last year’s budget until the NDAA can be agreed upon and signed by the President.
Please note that 2025 military pay increases apply to all branches of the United States military. This includes the Army, Coast Guard, Marines, Air Force, Navy, Space Force, and Reserve forces.
